The proposal aims to clear political hurdles Altman is navigating in talks with the administration. AI companies have recently faced government restrictions on model releases—Anthropic was ordered to block access to its Mythos and Fable cybersecurity models, and OpenAI limited GPT-5.6 to government-approved partners. In June, Trump signed an executive order requiring AI companies to submit their most powerful models for voluntary government review 30 days before public release.
